The homologation certificate, or certificate of conformity, is a document that provides information about your bike. It serves as an identity card, specific to the make and year of your bike.

You'll need it to take out bicycle insurance, or to justify your purchase in order to obtain a premium.

Bonus VAE

You can receive a grant from the French government or your region for the purchase of an electric bicycle.
To do so, you need to obtain your certificate of approval.

  • 2. WHAT ARE THE DIFFERENT GOVERNMENT SUBSIDIES AVAILABLE?

    In detail, two schemes overlap, one at local level (usually a municipality, conurbation or community of communes), the other at national level, the former being a prerequisite for benefiting from the latter.

    Please note: if you don't qualify for local assistance, you won't be eligible for the government bonus.

      BICYCLE BONUS (OR ECOLOGICAL BONUS)

      The amount of the bicycle bonus is identical to that of the aid allocated at local level, but may not exceed €400.
      Assistance is available to any adult acquiring a new electrically-assisted bicycle (excluding lead-acid batteries), with proof of residence in France and a reference tax income per unit of less than or equal to €6,300 (present a copy of the tax assessment for the year preceding the purchase). If your taxable income is greater than €6,300 and less than €13,489, the maximum bonus may not exceed €300.

      The amount of the bicycle bonus is identical to that of the aid allocated at local level, but may not exceed €150.
      Assistance is available to any adult purchasing a new conventional bicycle, with proof of residence in France and a reference tax income per unit of less than or equal to €6,300 (a copy of the tax assessment for the year preceding the purchase must be provided). The bicycle must not be sold by the recipient of the bonus in the year following its acquisition. The bonus is valid only once per person.

      CARGO BIKE BONUS

      Only one model purchased between July 26, 2021 and December 31, 2022 is eligible for this scheme.
      Visit amount of the bonus for the purchase of a cargo bike is set at 40% of the purchase price. (capped at €2,000).
      To qualify, you must be of legal age, resident in France and have a taxable income of €6,300 or less in the year preceding the purchase. If your taxable income is greater than €6,300 and less than €13,489, the maximum bonus cannot exceed €1,000. Legal entities (such as companies) are also eligible, up to a maximum of €1,000. This bonus also applies to the purchase of a cargo bike (electric or not), an electric bike trailer, a recumbent bike or a bike adapted to a disabled situation.

      CONVERSION BONUS

      This allowance is 40% of the purchase price of the bicycle.up to a maximum of €1,500.
      It is can be combined with the bicycle bonus (or ecological bonus).
      If your taxable income per unit is less than or equal to €6,300, or if you are disabled, the bonus can be as much as €3,000. The bonus is available to any individual of legal age residing in France, who buys or leases (contract of 2 years or more) an electrically-assisted bicycle. The EAB must have a speed limited to 25 km/h, have a unique identifier on the frame (compulsory marking) and must not use a lead-acid battery.
      The diesel or gasoline vehicle to be destroyed must meet the following criteria:

      • It must be a passenger car (PC) or a light commercial vehicle (LCV).
      • 1st registration before January 2006 (petrol) or January 2011 (diesel)
      • The vehicle must have been owned by the beneficiary for at least 1 year.
      • It must be registered in France in a normal series or with a definitive number It must not be pledged
      • If the vehicle is damaged (financially irreparable), it must have been insured for at least 1 year from the date it was handed in for destruction, or from the invoice date of the purchased or leased vehicle.
      • It must be handed in for destruction within the 3 months preceding or the 6 months following invoicing of the new EAB, to an approved ELV (end-of-life vehicle) center or to an approved ELV depollution and dismantling facility.

      If you live and/or work in a Low Emission Zone (LEZ) and your local authority has granted you a subsidy to buy or hire an electrically-assisted bicycle, you may be eligible for an additional subsidy: capped at €1,000, the amount of the additional subsidy is identical to the subsidy paid by the local authority.

  • 3. WHAT IS A SUSTAINABLE MOBILITY PACKAGE?

    The maximum amount of the FMB is set at €500 per year and per employee.and can be combined with public transport season tickets.

    Included in the French law on mobility of December 24, 2019, the sustainable mobility package is not just for bikes. It can be activated with other virtuous modes of travel: carpooling, shared mobility services and public transport.

    At present, there is no employer subsidy for the purchase of an electric bike. However, if you use your bike (electric or otherwise) for your daily commute to the office, the Mobilités Durables package will cover the cost of your commute to and from work.

    An optional scheme offered to companies to encourage the use of alternative means of transport, the FMB came into force on May 10, 2020, when the first containment came out. The sum paid under the sustainable mobility package is exempt from social security contributions for the company and income tax for the employee.

    The arrangements for implementing the FMB can be decided at company level, with or without a collective agreement. It should be noted that the sustainable mobility package is more flexible than the IKV, as it is not linked to the systematic reimbursement of kilometers cycled. This package can take various forms:

    • A lump-sum payment conditional on a certain level of cycling.
    • A contribution to costs actually incurred (purchase of accessories, maintenance costs, etc.).
    • A flat-rate amount per kilometer cycled or per number of days cycled.
    • A continuation of the IK scheme.

  • 5. LOCAL GRANT APPLICATION

    Simply contact your local authority to obtain an application form. Details of what you need to provide are given in the list of towns and cities offering this subsidy.

  • 6. APPLYING FOR THE NATIONAL GRANT

    Attention For electric bikes purchased after July 25, 2021the application is made via the teleservice of the Ministry of Ecological Transition.

    For private individuals, the cargo bike bonus is automatically applied for online.

    Other applications can be made using the form below: Applications for state aid must be made via the Bonus vélo Prime à l'achat d'un vélo à assistance électrique form from the Agence de services et de paiement (ASP).

    • Bicycle purchase invoice
    • Proof of payment of the grant awarded by the local authority for the purchase of the bike
    • Recto-verso of valid identity card, passport or residence permit
    • Proof of address less than 3 months old
    • Notice of tax assessment for the year preceding the purchase of the EAB
    • Beneficiary's bank statement
  • 7. APPLICATION FOR CONVERSION PREMIUM

    The professional - whether selling or leasing the VAE, or granting a clean-vehicle microcredit - can advance you the premium. Otherwise, you must apply via the online teleservice of the French Ministry of Ecological Transition.

    Your request must be made within 6 months of the invoice date of your VAE (purchase) or the 1st rental payment (lease). To complete the online form, you'll need the following information:

    • the VAE's unique identifier
    • the old vehicle registration document
    • bank details
